Miscela Dark – Un canale mediatico di Telegram legato allo Stato Islamico ha riportato in mattinata il raggiungimento di un accordo stipulato tra le SDF – Syrian Democratic Force – e l’ISIS per un cessate il fuoco di un mese
Al momento non giungono conferme da nessuna delle due parti, ma i contenuti dell’accordo sarebbero i seguenti.
Diciannove punti suddivisi in tre sezioni, variando dagli aspetti militari, toccando quelli politici, per poi concludersi con quelli economici.
Gli accordi militari salienti prevedono:
- Un cessate il fuoco di un mese – dal 28/11 al 28/12 – tra le due fazioni, con eventuale prolungamento, e la promessa da parte delle SDF di non attaccare lo Stato Islamico mentre esso è in conflitto con parti terze che non rientrano nell’accordo.
- L’immediata sospensione delle operazioni aeree della Coalizione Internazionale, che sta martellando le postazioni dello Stato Islamico ormai da anni.
- Chiara definizione dei confini tra le due fazioni al fine di evitare incidenti tra i firmatari dell’accordo.
- L’impegno a mandare dei mediatori qualora si verifichino dei movimenti sui confini prestabiliti o nell’eventualità che accadano incidenti che possano compromettere il cessate il fuoco.
Accordi politici
- Sarà permesso a chiunque voglia, siriano o meno, di raggiungere le terre sotto il controllo dello Stato Islamico.
- La promessa da parte delle SDF di non cedere ad altre fazioni i prigionieri dello Stato Islamico catturati nelle operazioni precedenti a questo accordo.
Accordi economici
- Le SDF si impegneranno a garantire che beni e merci possano entrare ed uscire dai territori controllati dallo Stato Islamico.
- Possibilità di lasciare libero passaggio ai militanti che abbandoneranno le postazioni dello Stato Islamico per curarsi.
- I giacimenti petroliferi sotto il controllo dello Stato Islamico, rimarranno controllati da esso.
Se tale notizia fosse confermata, l’accordo darebbe modo alle SDF di riorganizzare i propri ranghi dopo le ingenti perdite causate dallo Stato Islamico nelle campagne per riprendere il controllo di Raqqa e per avvicinarsi a Deir ez Zor. Lo Stato Islamico invece, oltre tenere porzioni di territorio nei deserti al confine con l’Iraq, riuscirebbe a concentrare i propri sforzi nello scontro con HTS – Hayat Tahrir al Sham – nella provincia di Hama e con le SAA nel governatorato di Deir ez Zor. Ad ogni modo solo i fatti che seguiranno ci diranno se questo accordo sia vero o meno.

Di seguito vi riportiamo i punti integrali dell’accordo tradotti in Inglese.
1: Immediately stop with fighting between the 2 parties until the end date of the negotiation.
2: Length of the ceasefire will be a month and could be extended and it will start on 28/11/2017 and will end on 28/12/2017.
3: There will be made clear demographic save borders between the 2 parties.
4: SDF is not allowed to fight IS fighters when they are occupied with fighting against another group which is not part of the ceasefire.
5: All military activities against the Islamic State will stopped including Warplane attacks and the use of drones.
6: Islamic State will adhere to the ceasefire and stop all their military activities against the other parties of the agreement.
7: Islamic State will adhere to this ceasefire during the whole length of it and will adhere to the direct stop of their military activities in the direct conflict zones inside the Barakah Wilaya (Hasakah).
8: Both parties will put a military coordinator forth to coordinate
to coordinate between the 2 parties when there are dangers of canceling the pact between the parties by putting a hotline into working.
9: Problems which has relation to the error fire against a party (of the agreement) at the garrison troops should be take care off by letting the other party know as soon as possible with having a good reason.
10: Both parties need to put a military coordinator forward to coordinate about convoys close to the front-lines and to inform about where the convoy is heading and why to that specific area, only if its close to an area from both parties.
These 10 points were the military agreements, now there will follow political agreements:
1: IS fighters who have been captured by SDF before this agreement will not be allowed to be hand out to another party and there will be negations about his matter between IS and SDF
2: The matter of prisoners will be carried out by specialists of both parties.
3: Places of concern and parties of concern will be made clear between the 2 parties.
4: SDF is not allowed to hurt those who flee to the land of the Islamic State from the Ansar (Syrians) and the Muhajirin (foreigners).
5: Every break of the agreement on the front lines should be recorded and should be taken care of by the responsible party of that situation.
6: Problems between the parties should be solved directly on the roads between the 2 parties.
Now some economic agreements will follow:
1: Roads for merchandise/goods will be opened to the Islamic State and it’s not allowed for SDF to stop products from entering the state or from leaving the state for both parties.
2: All the oil wells which are still under the control of the Islamic State will stay under IS.
3: SDF should give safety to Islamic State fighters who are leaving the state for medical treatment.
